applies even more strongly when contemplating the filling of

clerical posts.

The rank and file consisted of Cantonese, N. Indians

and N. Chinese.

The practicability of increasing the N. Chinese

contingent at the expense of the N. Indian contingent must be

examined owing to the probable difficulties in recruiting for the

latter.

10. Facilities for instruction in Cantonese and police duties

must be provided at the first opportunity.

11. Careful consideration must be paid to the conditions of

service and pay of Rank and File and Inspectorate.
